TENTS, CANOPIES & OTHER AIR SUPPORTED STRUCTURES
Plans: A Set of plans showing the details of the tent placement must be submitted to the Fire Marshal’s Office.
- Floor plan: Seating capacity, arrangement and location of seating, and type of heating and electrical equipment, etc.
- Fire extinguisher equipment: location & nature.
- Dates: for move in, move out, and times open to the public.
- Contacts: persons’ names and telephone numbers.
Flame-Resistance Certifications:
·Tents, canopies, other air supported structures and all decorations including awnings, drapes, table skirts, curtains and other decorative material must be of flame resistant material. Certification of flame-resistance must be provided when submitting the plans.
Location:
·Tents, canopies and other air supported structures shall not be located within 12 feet of property lines, buildings, parked vehicles, or internal combustion engines.
Exits:
·Exits shall be spaced at equal intervals around the perimeter of the structure and shall be located such that all points are 100 feet or less from an exit.
·Exit openings must remain open unless covered by a flame-resistant curtain.
·Exit ways must be kept clear of obstructions at all times, with adequate aisle widths provided.
Fire Access:
·Fire lanes shall not be obstructed or barricaded at any time in any manner.
·Fire hydrants and fire department connections must be maintained with a 3-foot clearance and no parking within 15 ft. of fire hydrant.
Fire Extinguishers:
·A 2A-10BC rated fire extinguisher shall be provided.
·A Class K rated fire extinguisher shall be provided within 30 ft. of food processing equipment that produces grease-laden vapors.

BURN PERMITS
- All burn permits must be approved by the Richardson Fire Marshal’s Office.
- Construction contractors needing to burn debris must obtain a Burn Permit Application from the Fire Marshal’s Office.
- The permit application must include a site drawing of the exact burn location, distance to nearest structure, access roads, etc.
- Written approval from the Texas Air Control Board shall be secured before any burning is begun.
- Letter granting permission from the Texas Natural Resource Conservation Commission.
- After burn permit application has been submitted and approved, burning is still dependent upon visual inspection of burn site and weather conditions.
- No burning is allowed if the wind speed exceeds 10 mph.
- Only natural combustible materials are allowed.
- No flammable or combustible liquids allowed.
- Burn site will be manned at all times.
- Contact the Richardson Fire Communications dispatcher at (972) 744-4936 before any burning commences on the day of the scheduled burn.
- Burning hours: 8:00 a.m. – 5:00 p.m., Monday – Friday unless specified on Burn Permit.

GATE/SECURITY FENCE PROCEDURES
Security gate contractors and installers must be certified with the State and licensed to do business in the City of Richardson.
- Two (2) sets of plans must be submitted to the City of Richardson Fire Marshal’s Office for review showing the gate and fence locations. (1-FMO & 1-returned to Gate Security Installation Contractor).
- Gate security information data must be submitted with the plans.
- A Gate/Security Fence Permit Application (furnished by the Fire Marshal’s Office) must be submitted.
- After the plans have been reviewed by the Fire Marshal’s Office, a permit will be issued.
- After the gate permit has been received, the installing security gate contractors must PreTest all gate devices prior to notifying the Fire Marshal’s Office for visual inspection and operational testing of all devices.
- All new security gate operations must be tested and witnessed by a Fire Marshal’s Office representative prior to final approval or release of Certificate of Occupancy.
- All submitted plans must include the name and address of the security gate contractor and the correct name and address of tenants.
- A fence permit must be obtained from Building Inspection after obtaining the gate permit from the Fire Department.

ABOVEGROUND FLAMMABLE & COMBUSTIBLE LIQUID STORAGE TANK REQUIREMENTS
The City of Richardson may allow aboveground storage tanks for flammable and combustible liquids in a special enclosure for non-public uses in accordance with current adopted edition of the International Fire Code and NFPA 30.
- Each tank location must be approved by the Fire Marshal’s Office.
- Plans shall be submitted for review and approval prior to installing any equipment. A permit shall be obtained from the Fire Marshal’s Office prior to starting work. For additional information, call 972-744-5750.
- Maximum tank size shall be limited to 2,000 gallons, unless otherwise specifically approved.
Vaulted Aboveground Tanks:
- Provide steps for tank taller than 4 feet four inches (4’4”) that will terminate no more than four feet (4’) from the top of the tank. Nozzle shall have auto shut-off capability.
- Each tank shall rest on a concrete foundation of sufficient design and construction to minimize the possibility of uneven settling of the tank and in accordance with manufacturer’s recommendations.
- Foundation shall extend at least three feet (3’) on all sides of the tank.
- Provide probe tube in secondary containment to allow for leak detection monitoring.
- Leak detection devises and equipment shall be installed and operational at all times and tested annually.
- Provide minimum five (5) gallon minimum overfill containment protection located within the concrete encasement.
- Each tank shall have a factory installed emergency pressure relief vent.
- Minimum 1 ¼” diameter vent lines shall terminate 12 feet (12’) above grade.
Dispensing:
- No gravity feed dispensing system shall be permitted.
- All pumps are to be U.L. listed for the intended use.
- Pumps located below top of tank shall have anti-siphon valve mounted above level of product in tank when tank is full.
- All electrical devices used with or located within twenty feet (20’) of the concrete vaulted tank storage area shall conform to NFPA 70, Hazardous Locations.
- Dispensing hoses shall not exceed twenty feet (20’) in length and be equipped with safe breakaway.
- The nozzle of any hose of a dispensing device shall not reach within five feet (5’) of any building opening.
- Dispensing devices shall be located no closer than ten feet (10’) from a premise line or building.
- A clearly labeled, manual operated pump master switch shall be provided in an approved location within seventy-five feet (75’) of, but not nearer than fifteen feet (15’) to the dispenser. Where such master switch is not visible from the dispenser, approved signs thereof shall indicate the location. Signs identifying the pump master switch shall be labeled “EMERGENCY PUMP SHUT-OFF”.
Tank Location and Protection:
- Each outermost edge of each aboveground concrete vaulted tank shall be located no closer than twenty-five feet (25’) from the nearest premise or building access.
- All aboveground tanks shall have a hydrocarbon impermeable coating on exposed surfaces of the vault.
- All tanks shall be properly labeled as to their contents and standard marking NFPA 704 Marking System: “NO SMOKING/STOP ENGINE” signage shall be provided.
- A portable fire extinguisher with a minimum rating of 4A60BC shall be properly mounted adjacent to the tank.
- All tanks shall be protected from tampering and physical damage by noncombustible fence of six feet (6’) minimum height.
- Vehicular protection shall be provided when tank is subject to vehicular damage. The tank area shall be protected by six-inch (6”) concrete filled steel bollards, four foot (4’) on center, three feet (3’) high.
- A five (5) p.s.i. air test for 30 minutes shall be witnessed by the Fire Marshal’s Office prior to placing any fuel in the tank.

STORAGE TANK REMOVAL PERMIT PROCEDURES
All contractors must be certified with the State and licensed to do business in the City of Richardson.
- Three (3) sets of plans, diagrams, or sketches of the tank removal location must be submitted to the City of Richardson Fire Marshal’s Office for review. (1-FMO, 1-BI, & 1 returned to contractor).
- A Building Inspection permit application must be submitted with all plans submitted for review.
- A Fire Marshal’s Office Permit Application for Storage Tank Removal must be submitted with all permit request applications.
- After plans and permit applications are reviewed by Fire Marshal’s Office they are sent to building Inspection Office for permit issuance.
- After Building Inspection Office has approved the permit, their office will contact the contractor that the permit is ready to be picked up and permit fee paid. (411 W. Arapaho Rd., Rm #108, Phone #972-744-4180).
- After the permit has been received the contracting company must notify Fire Marshal’s Office 24-hours in advance of when the underground tanks will be removed.
- A Fire Marshal’s Office representative is required to be at the removal site location to inspect the condition of the tanks and condition of the soil in the hole.
- A copy of all soil tests performed by contracting company must be submitted to Fire Marshal’s Office. (Closure Report)
- All submitted plans and other data must include the name and address of the contracting company and correct name and address of tenant.
