Community Services

The City of Richardson has reorganized its Neighborhood Services Department to include a new responsibility--attracting redevelopment. The added duty comes with the renaming of the department to better reflect its expanded role in community building and revitalization.

Starting January 1, 2011, Neighborhood Services will officially become Community Services.  The move to create the new department builds upon the redevelopment strategies being developed for the West Spring Valley Corridor. A study of the Corridor was completed in November 2010, and a commercial development moratorium is currently in effect while the City evaluates new tools for future redevelopment initiatives. Once that work is complete, the new department will work in coordination with other departments on bringing the City’s redevelopment plans to fruition. In the future, that work will be expanded to five other areas in the City also identified for enhancement and reinvestment.

Since August 2003, Neighborhood Services has worked to protect the vitality and integrity of Richardson neighborhoods through proactive, fair and reasonable enforcement of codes and ordinances. In addition, Community Services provides support and resources to residents’ efforts to organize and positively affect their community and has created many partnerships with neighborhoods. Examples include neighborhood leadership training and other efforts to strengthen and create connections with neighborhood and homeowner associations. In large part due to its success building partnerships, the department is being given this new responsibility.

Mission

The mission of Community Services is to protect the vitality and integrity of Richardson by making certain its residential neighborhoods, apartment complexes and commercial areas are maintained in a safe and healthy manner through fair and reasonable enforcement of codes and ordinances, by providing support and resources to leaders' efforts to organize and positively affect the community, and by partnering with leaders to put into action revitalization strategies that help realize a shared community vision.
