Neighborhood Services
 The mission of Neighborhood Services is to protect the vitality and integrity of Richardson by creating healthy neighborhoods through proactive yet fair and reasonable enforcement of codes and ordinances, by providing support and resources to residents’ efforts to organize and positively affect their community, and by partnering with residents to put into action enhancement strategies that help realize a shared community vision.
The vitality and integrity of Richardson’s neighborhoods has been a priority in the community since the City first experienced increased residential growth. Since that time, the City has consistently taken a progressive approach to addressing neighborhood issues. In 1979, the City became the first in the Metroplex to create a Neighborhood Integrity Program. For almost thirty years, the program has focused on strong yet fair and reasonable enforcement of the city’s codes and ordinances.
The success of this initiative has inspired wide-spread recognition of its potential. As a result of the combined efforts of city leadership and committed residents, the Neighborhood Integrity Program now includes a comprehensive, multi-faceted Neighborhood Vitality & Integrity Strategy composed of:
(1) New code enforcement initiatives that complement the existing Neighborhood Integrity Program;
(2) Neighborhood enhancement strategies that inventory the assets and weaknesses of individual neighborhoods to develop new proactive enhancement programs; and
(3) Neighborhood relations efforts that foster improved neighborhood self-management and promote the success of neighborhoods.
The Neighborhood Services Department serves as the center of the Neighborhood Vitality & Integrity Strategy by incorporating code enforcement, neighborhood enhancement strategies, and neighborhood relations efforts.
