Neighborhood Vitality Program
In 1997 and 2006, the citizens of Richardson approved funding via bond programs for the Neighborhood Vitality Program. To date, more than 80 different improvement projects totaling more than $9 million in reinvestment have been completed. To view examples of these projects please visit click here.
In May 2010, voters once again approved funding for the Neighborhood Vitality Program. Effective June 15, 2010, the City will hold a Call for Projects for the 2010 Neighborhood Vitality Program. Both formal and informal neighborhood groups are invited to submit projects for consideration that fall within the below criteria.Click here to submit an online application.Projects that do not fall within the below criteria will not be considered for funding.
Examples of Acceptable Projects:
- The construction of screening walls in side yards along arterial streets
- The construction of entry features adjacent to arterial streets
- The enhancement of existing screening wall end caps
- The enhancement of bridges and culverts within residential neighborhoods
- The incorporation of significant landscaping into existing common areas
Examples of Unacceptable Projects:
- Demolishing and reconstructing screening walls
- Repairing and/or adding veneer to an entire screening wall
- Adding lighting to existing entry feature or landscaping
- Adding street lights
- Closing streets / adding controlled access gates
- Adding water features
- Adding landscaping / irrigation to existing beds
Submittals
To be considered, a submittal should include the following elements:
Introduction:
- Name of neighborhood group
- Name of contacts (at least two) with daytime telephone numbers and email addresses
- Location map with boundaries of neighborhood (if available)
Organizational Capacity / Commitment:
- A description of the neighborhood group and its organizational structure and capacitiy
- A listing of the group’s leadership, its tenure and experience
- A commitment to fulfill the various duties assigned to the group, such as: approving concepts and designs in a timely manner, easement acquisition, organizing and hosting meetings
Project:
- A description of the proposed project including how it would benefit the neighborhood
- An aerial map highlighting the locations of the proposed project
- Pictures, concepts or designs of the proposed project or other similar projects
Project Evaluation & Selection:
Submittals (six hard copies or online form) must be received in Neighborhood Services, City Hall, Room 108 by 5:00 p.m. on August 16, 2010. Representatives from the City Manager’s Office, Neighborhood Services, Capital Projects, Development Services and Parks & Recreation will evaluate the submittals and may conduct follow up interviews with applicants before presenting its recommendation to City Council, which will make the final funding determinations.
