Kendal Hartley was elected to the City Council in May 2011. Prior to being elected, he served on the Richardson Sign Control Board from 1993 to 1995. In 1995 he was appointed to the City Plan Commission and served in that capacity until 1999. In 2002 Hartley was selected to serve on the Richardson Parks and Recreation Commission and served as the Commission’s vice chair in 2003 and as chairman from 2005 to 2010. He graduated from the University of Texas at Austin with a bachelor’s degree in business administration. Hartley works as a state certified residential real estate appraiser and has had his own business located in Richardson since 1991. He is a Senior Residential Appraiser and a Certified Relocation Professional and is a member of the Appraisal Institute and the Metro Tex Association of Realtors. Hartley is a graduate of Leadership Richardson Class VII and served on the Leadership Richardson board of directors in 2009. He is also a Citizen Police Academy graduate and has served as a Citizen’s Challenge member interviewing rookie police officers for the City. He has also served on the board of directors for NETWORK, as a member of the Prairie Creek PTA, Richardson North PTA, J.J. Pearce PTA and Pearce Athletic Booster Club, as a member of the Canyon Creek Homeowners Association and as an active member in his church serving as an usher and in various leadership positions. He is also an active volunteer and coach for Special Olympics and has coached youth football, baseball, softball and basketball. He and his wife, Cindy, have three children.
