Jimmy L. Spivey
Chief of Police
Chief Jimmy L. Spivey has been with the Richardson Police Department since September 1995. Chief Spivey spent the preceding 25 years with the Dallas Police Department, where he served in virtually every area of the Department, including over 12 years in the Patrol Division. In his last assignment with DPD, he served as the Departmental Legislative Liaison. Since coming to the Richardson Police Department, he has served as Administrative Services Captain and Patrol Captain. In July 2002 he was promoted to Assistant Chief of the Operations Bureau. In August 2009 he was appointed Chief of the Richardson Police Department. Chief Spivey holds a Bachelor of Arts degree from the University of Texas at Dallas. He is a graduate of Leadership Richardson Class XXV. Chief Spivey serves as a member of the executive committee on the Dallas County Criminal Justice Advisory Board, Criminal Justice Curriculum advisory board for the University of North Texas, and Board of Directors for the Richardson Boys and Girls Club. He also serves as Chair for the Law Enforcement Committee.

 Assistant Chief Martin

Danny Martin started his career with the Richardson Police Department in 1986. He was a patrol officer until 1992 when he was accepted as a Detective in the Criminal Investigations Division. Upon promotion to Sergeant he served in Youth Crimes, Patrol, Crime Prevention and as the Department’s primary Public Information Officer. In August of 2009 he was promoted to Captain of Patrol. He became Captain of the Investigative Division in July 2010. In November 2013 he became Assistant Chief of Operations. He holds a Bachelor of Science degree in Criminal Justice from the University of Texas at Arlington. He holds a Masters Certification from the Texas Commission on Law Enforcement. In 2006 Martin graduated from the Institute for Law Enforcement Administration’s 42nd Police Management College. In July of 2010 he graduated from the Leadership Command College of the Law Enforcement Management Institute of Texas. In addition, Martin serves local social service agency, Network of Community Ministries, as Chairman of their Audit Committee and as a member of their board of directors. He is a graduate of the Leadership Richardson program, Class XXVI. He is married with two children.

Coby Pewitt 
Assistant Chief

Dr. Coby Pewitt joined the Richardson Police Department in 1996, after growing up in the City of Richardson, Texas. He currently serves as Assistant Chief of Services. He was previously a Lieutenant in both the Patrol and Investigative Operations Divisions, a Sergeant in the Crime Prevention Unit, and a Crimes Against Persons/Fraud & Forgery Detective. In 1998, he was selected by his peers as the Rookie of the Year, and in 2002, he was named Detective of the Year. Dr. Pewitt holds a Bachelor of Business Administration from the University of North Texas. He holds a Masters of Business Administration from the University of Texas at Dallas. He was awarded a Doctoral degree in Public Affairs from the University of Texas at Dallas in 2014. He is a graduate of the Institute for Law Enforcement Administration (ILEA) 84th Class of Supervision, the 67th LEMIT Leadership Command College, and the ILEA 49th School of Executive Leadership, where he served as class president. Dr. Pewitt is also a published author with an article he co-wrote on Succession Planning for municipal agencies appearing in the journal, Review of Public Personnel Administration. In his spare time, he is a volunteer for the North Texas Chapter of The Leukemia & Lymphoma Society raising money for blood-cancer patients and their families by running marathons across the world.
