Welcome to the City of Richardson’s Financial Transparency Initiative

Accountability and financial transparency are hallmarks of a well run government, which is why the Richardson City Council has made government transparency one of its priorities. The City’s transparency efforts date to 2007, when the City Council began posting agenda documents for its meetings online. The Texas Comptroller of Public Accounts introduced its Leadership Circle program in December 2009, and the City’s formal Transparency Page debuted in 2010, exceeding the requirements of the program. The City received the highest level of recognition from the Comptroller’s Office in each year of the Leadership Circle program. In 2016, the Comptroller introduced a new Transparency Stars program, and the City is committed to providing the information required to achieve recognition for this new program, in addition to other information that will benefit the citizens of Richardson.

On this page, you will find links to financial information and online databases that provide information on how City tax dollars are budgeted, spent and invested.  Each of the links is briefly explained below.

Traditional Finances
Traditional financial information such as budgetary reports and audited financial reports, as well as information on the City’s investments, financial policies and payroll data.  It also includes downloadable check registers and budgets. 

Debt Obligations
Detailed information about the City's outstanding debt.

Public Pension
Provides information on the City's employee pension plan, administered by TMRS.

Contracts and Procurement
Detailed information about procurement practices, including current bidding opportunities.

Economic Development
Detailed information on the use of funds to promote development and redevelopment within the City, spur economic improvement, stimulate commercial activity, generate additional sales tax and enhance the property tax base and economic vitality of the City.

Richardson Projects 
Created to provide more detailed information to residents, this page provides information on City construction and repair projects, including the type of work being done, details of the project and expected completion dates. 

Open Records
The Texas Public Information Act gives the public the right to request access to government information. The request must ask for records or information already in existence. The "Open Records" link directs you to the City Secretary's webpage, where you may complete and submit a request for records. 

Texas Transparency
Provides a link to the State of Texas Comptroller’s website about transparency in government.

Unclaimed Property
Pursuant to Sec 76.201 of the Texas Property Code, the City of Richardson provides the names of those persons/entities for whom the City of Richardson is holding unclaimed property. (This list is updated quarterly.)
