The purpose of the City of Richardson’s Residential Rental Registration Program is to protect the vitality and integrity of the City by ensuring its rental housing stock is maintained in a safe and healthy manner and that tenants are provided dwelling units that meet minimum fire, building and health standards through proactive yet fair and reasonable enforcement of codes and ordinances.
On November 28, 2011, Richardson’s City Council adopted Ordinance 3847, thereby enacting the below Residential Rental Registration Program enhancements, which took effect on January 1, 2012:
- Assess an annual registration fee of $75.
- Require an inspection of every rental property when a change of occupancy or change in tenancy occurs. Said inspection must be conducted within 30 days of the new tenant moving in.
- Utilize a score sheet to assess the condition of rental properties.
- Require a habitability score of 85 or higher to pass an inspection. Require a re-inspection of all properties.
- If a property earns a habitability score of less than 85, assess a $90 fee for the first re-inspection and $120 for all subsequent re-inspections.
- Offer early morning, evening and weekend inspections.
It is important to note that you are still only required to schedule an inspection when a change of occupancy or tenancy occurs. The only difference is that said inspection must be scheduled within 30 days of your new tenant moving in. Please be assured that Community Services staff is committed to being accessible and providing timely inspections to avoid any unnecessary delays for you and your tenant.

In an effort to keep rental property owners and tenants informed about changes to policy or procedure, or to provide specific inspection information about your property, we are asking owners of such rental property to use the update links below to provide us with a working email address. This address will not be given out or provided to anyone not associated with the Rental Registration Program. If you do not currently have an internet service provider or a working email address, you may set up a free account with services such as Yahoo, Google, Hotmail, or MSN in order to be able to receive future correspondence, renewal notices, or other necessary information about your property or the rental program.
