COLLINS BOULEVARD PEDESTRIAN AND BICYCLE IMPROVEMENTS

The City of Richardson and TxDOT are proposing to install sidewalks, rectangular rapid flashing beacons, and separated bicycle lanes along both sides of Collins Boulevard from Campbell Road to Alma Road as well as intersection and traffic signal improvements at the intersection of Collins Boulevard and Alma Road in Dallas County, Texas. This notice advises the public that an online virtual public hearing will be conducted on the proposed project. The virtual hearing will consist of a pre-recorded video presentation and will include both audio and visual components. The presentation will be posted online by Thursday, November 20, 2025, at 4 p.m., and will remain online for at least 15 days. To view the virtual public hearing, go to the following web address at the date and time indicated: https://www.cor.net/collinsoverpass. If you do not have internet access, you may call Gwen Jurisich, HDR Public Involvement Lead, at (972) 960-4431 between the hours of 8 a.m. and 5 p.m., Monday through Friday, to ask questions and access project materials during the project development process.

Members of the public may call (214) 519-9835 to provide verbal testimony immediately following the conclusion of the virtual public hearing presentation at 4 pm on Thursday, November 20, 2025, through 11:59 p.m. on Friday, December 5, 2025. Formal written comments may also be provided by mail or email as explained below. All verbally provided testimony and timely written comments will be considered by the City of Richardson and TxDOT and included as part of the official record. Responses to verbally provided testimony and comments will be prepared by the City of Richardson, included as part of the hearing and project record, and made available online at keepitmovingdallas.com.

The current 0.92-mile Collins Boulevard facility consists of four to six lanes separated by a median, and a non-continuous sidewalk on both northbound and southbound sides. The existing southbound side contains a shared-use outside lane. The proposed project would convert the northbound and southbound outside lanes into separated bicycle lanes. In addition, continuous sidewalks, and rectangular rapid flashing beacons for pedestrians and bicyclists are proposed to be incorporated into this facility. All work would be within the current 100 to 350-foot right of way and existing easements. No displacements or relocations of any kind would be necessary.

The virtual public hearing will be conducted in English. If you need an interpreter or document translator because English is not your primary language or you have difficulty communicating effectively in English, one will be provided to you. If you have a disability and need assistance, special arrangements can be made to accommodate most needs. If you need interpretation or translation services or you are a person with a disability who requires an accommodation to attend and participate in the virtual public hearing, please contact Gwen Jurisich, HDR Public Involvement Lead at (972) 960-4431 no later than 4 p.m. on Monday, November 17, 2025. Please be aware that advance notice is required as some services and accommodations may require time for TxDOT to arrange.

Written comments from the public regarding the proposed project are requested and may be submitted by mail to HDR, 17111 Preston Road, Suite 300, Dallas, Texas 75248. Written comments may also be submitted by email to gwen.jurisich@hdrinc.com. Additionally, as stated above, members of the public may call (214) 519-9835 and verbally provide testimony. All comments must be received or postmarked on or before Friday, December 5, 2025, at 11:59 p.m. Responses to written comments received and public testimony provided will be available online at keepitmovingdallas.com once they have been prepared.
