City Manager Don Magner has announced the appointment of Tina Firgens, AICP, as its new Director of Development Services. Firgens will officially begin her new role on August 11, 2025, bringing with her more than three decades of municipal planning and development experience across several North Texas communities, including prior service in Richardson.
Firgens currently serves as the Deputy Director of Development Services and Planning Director for the City of Denton. Throughout her 30-year career, she has worked in leadership roles in Denton, Farmers Branch, and Plano, and previously with Richardson as a Planning Projects Manager from 2013 to 2018.
“Tina brings an exceptional track record in planning and development, along with a deep understanding of our region and strategic goals,” said Richardson City Manager Don Magner. “Her return to Richardson marks the addition of a proven leader who is well-equipped to navigate both the opportunities and challenges that lie ahead.”
Firgens is a certified planner through the American Institute of Certified Planners (AICP) and earned her bachelor’s degree in geography with an emphasis in urban and regional planning from Southwest Texas State University (now Texas State University). Her career has focused on planning and zoning, long-range visioning, redevelopment, implementation efforts, and public engagement.
“I am honored to return to the City of Richardson and to serve a community with such a strong vision for thoughtful development,” Firgens said. “I look forward to working to support projects that contribute to Richardson’s continued vibrancy and long-term success.”
As Director of Development Services, Firgens will oversee initiatives related to land use development, revitalization, and implementation of the City’s recently adopted comprehensive plan, guiding the department’s two divisions: Development and Engineering, and Planning. While each division has distinct responsibilities, they work collaboratively to support zoning, development, and long-term planning across the community.
