Pavement replacement work will begin next week at the intersection of Lookout Drive and Custer Parkway as part of the Custer Parkway Reconstruction Project.

Traffic Signal Replacement Work Begins at Renner and Custer
Beginning the week of Oct. 20, contractors will begin replacing traffic signals at the intersection of Custer Parkway and Renner Road. Work will begin on the southeast corner of the intersection.

Lane Closures at Renner Road & Custer Parkway Extended Through Oct. 20
Crews encountered an unanticipated concrete encasement around the water line, which requires additional time to remove safely before replacing the line.

Project Updates: (August 2025)

Northbound traffic on Custer Parkway from Pleasant Valley Lane to Renner Road was shifted back to the northbound lanes on Monday, Aug. 11. Northbound traffic was shifted to the southbound lanes in May so waterline and street replacement work could take place. The City's contractor will continue to work on the northbound side to complete sidewalk and other minor waterline meter work in the coming weeks.
Project Updates: (April 2025)

Starting Monday, April 7 (weather permitting), crews will begin waterline replacement work in two phases: first from Lookout Drive to Pleasant Valley Drive, followed by Pleasant Valley Drive to Renner Road. While work is underway, traffic will be shifted to the southbound lanes (west side of the roadway) with one lane of traffic open in each direction. No parking will be allowed on the street in the segment that is under construction.

In early May, crews will begin work from Pleasant Valley Drive to Renner Road. During this time, access to westbound Pleasant Valley Drive will be closed at the intersection of Pleasant Valley and Custer Parkway during the school drop off (7:15-8 a.m.) and school pick up (2:30-3:30 p.m.) On-street parking along Pleasant Valley will also be prohibited during school drop off and pickup times.

Trash and recycling service will continue along the alley and should not be impacted. Additionally, the bike lanes along Custer Parkway will be closed within the segment under construction.
Project Updates: (March 2025)

Segment 3 will be completed in two sub-phases. Segment 3A is from Lookout Drive to Pleasant Valley Drive and Segment 3B is from Pleasant Valley Drive to Renner Road. Construction will begin with the waterline replacement in Segment 3A in mid-March, then continue into Segment 3B in mid-April, following completion of work at the northwest corner of Custer and Renner associated with the 825 Pressure Zone Improvement project. Waterline construction for Segment 3 is expected to be finished by mid-May.

During construction of Segment 3B, access to westbound Pleasant Valley Drive will be closed at the intersection of Pleasant Valley/Custer during the school drop off (7:15-8 a.m.) and school pick up (2:30-3:30 p.m.) time. On street parking along Pleasant Valley will be prohibited during school drop off and pickup times while work is ongoing between Pleasant Valley and Renner Road.
825 Pressure Zone Improvement Project Updates:

Starting in mid-March, southbound Custer Parkway north of Renner Road will be temporarily closed to through traffic due to work on the 825 Pressure Zone Improvements Project. To reach Renner Road, drivers on southbound Custer Parkway must detour westbound via Greenside Drive. Northbound traffic on Custer Parkway will not be affected. For a detailed detour map, click here.

Traffic on West Renner Road is currently reduced to one lane from 7 a.m.-4 p.m. Traffic resumes to two lanes 4 p.m.-7 a.m.
Project Updates: (November 2024)

The City of Richardson has awarded a contract to DDM Construction to reconstruct Custer Parkway from Campbell Rd to SH-190. Construction is being performed in three segments, with the waterline, sanitary sewer, and storm drain installations taking place first, followed by pavement replacements. Segment 1 is from Campbell Road to Canyon Creek Drive; Segment 2 is from Canyon Creek Drive to Lookout Drive and Segment 3 is from Lookout Drive to Renner Road.

Construction on Segments 1 and 2 began in November 2024.

To allow for enough construction space for the waterline installation, all traffic will be shifted to the southbound lanes (the west side of the roadway) with one lane open in each direction from Campbell to the railroad crossing. Traffic will be shifted to the northbound lanes (the east side of the roadway) from the railroad crossing to Lookout Drive. Additionally, the bike lanes will be closed and on-street parking will be prohibited within the two segments under construction.

Project Description:
This project is partially funded by the 2021 Bond Program and will help improve the existing road and utility infrastructure along Custer Parkway from Campbell to SH190.
The project elements included in the project are:
Between Campbell to Renner—
- The street will be fully reconstructed from Campbell to Renner.
- Replacement of the aging water and sanitary sewer system throughout the corridor and some additional storm sewer infrastructure near Fall Creek Drive.
- Sidewalk in this section will only be replaced as needed to facilitate the street and utility reconstruction and where the sidewalk is broken.
- The existing street lighting will be replaced with new LED lighting with underground electrical conduit between the street lights.
- New traffic signals will be installed at Custer and Campbell and Custer and Renner.
Between Renner to SH190—
- This section will have concrete panel replacements as needed where the concrete has failed.
- This section will not be full reconstruction and no utility replacements are planned.
Proposed Typical Section:
The proposed typical road section will match the existing typical section and will include on-street parking, striped bike lanes and one travel lane in each direction.
Project Schedule:
This project is expected to start construction in Fall 2024 and is projected to take 2 years to complete, weather permitting. This schedule is also highly dependent on franchise utility coordination and it is not unusual for that effort to delay a project.
Landscape Impacts:
The project corridor has some existing landscape and has a great aesthetic feel created by trees and median landscape. We are committed to preserving as much of the existing landscape as we can by utilizing enhanced construction methods to help reduce the risk of removal. These enhanced methods will cause construction time to increase as it does slow down the contractor’s production rate and it does increase the costs, but we think it is worth it to preserve the aesthetic feel. Some of the strategies we will employ are:
- Consideration of utility trenches with regards to existing trees. Where practical we have shifted utilities to minimize impact.
- Include contract specifications that the contractor must adhere to including root pruning, tree protection around base of tree, and canopy pruning prior to construction to minimize damage from tall equipment.
- Allow for alternative construction methods when in close proximity to trees including pipe bursting and reduced excavation behind back of curb.
However, we know we will not be able to save every tree and landscape area. Should landscape and trees have to be removed, the following remediation efforts will be taken:
- If in parkway (area between curb and sidewalk) the homeowner will be contacted by the City and worked with to provide compensation for them to replace the tree in an alternative location on their property.
- If in median, the City will replace the tree from an approved species list that is being developed.
- The City is committed to planting additional trees nearby in Custer and Canyon Creek Parks.
