Storm Debris Collection Plan:

The City's Storm Debris Collection Plan ensures efficient removal of storm-related debris through a three phased approach:
 
Recovery Process Breakdown:
Phase I: Clearing a Path

 Phase I: Clearing a Path:

  • Our top priority is ensuring all roads are passable.
  • City crews will cut debris blocking streets, hospitals, and critical facilities.
  • Downed trees and vegetation will be moved to the curb for later removal.
  • Help Us! Report blocked streets and alleys by calling 24/7 at 972-744-4111 or emailing AskRichardsonPublicServices@cor.gov.
Phase II: Curb-to-Curb Cleanup

  • Once a lane is cleared on all roads, crews will begin removing debris from curb to curb.
  • Residents can help by placing storm-generated debris on the public right-of-way (between the street and sidewalk).
  • Separate Debris Piles:
    • Vegetative debris (limbs, shrubbery)
    • Construction and demolition debris
  • Important Notes:
    • Bagged debris will not be collected.
    • Do not place debris near utility boxes or hydrants.
    • Brush and Bulky Item Collection (BABIC) is generally suspended during storm debris collection. Normal BABIC collection will resume later.

  • This includes only storm-related debris placed on the public right-of-way near the curb, not in alleys.
  • No commercial debris or hazardous waste will be collected.
  • Debris collection schedules will be posted on the City website and social media.

DEBRIS SEPARATION OF TRASH / RECYCLING CRITICAL FOR TIMELY REMOVAL

Clean storm-related vegetative debris should be placed separately from construction/demolition debris and other materials such as appliances. 

TO HELP WITH THE PROCESS: 

  • PLEASE DO, place storm-related vegetative debris on the street Right-Of-Way (ROW), not by the alley (see graphic).  

  • PLEASE DO, keep all vehicles at least 20 feet away from storm-related vegetative debris piles between 7 a.m. and 8 p.m. to allow for passage of oversized trailers to remove material, 

  • PLEASE DO, place debris just behind the curb, outside of travel lanes, away from drainage ditches, and away from obstacles such as mailboxes, fire hydrants and water/gas meters, 

  • PLEASE DO, keep storm-related vegetative debris separate from household garbage. 

PLEASE ALSO: 

  • DO NOT, have paid contractors place construction debris, or other items, in public ROW;  

  • DO NOT, place storm-related vegetative debris in alleys, 

  • DO NOT, comingle household garbage with storm-related vegetative debris

How to Separate Storm-Related Vegetative Debris, Trash, Recycling, and Other Materials:

Household Garbage: Bagged trash, discarded food, packaging, and papers. All garbage should be placed in the alley, or at your normal collection point.

  • Storm-Related Vegetative Debris: Trees, branches, logs.
  • White Goods/Appliances/Electronics: Refrigerators, dryers, washers, freezers, AC units, stoves, water heaters and dishwashers, TVs, computers, radios, stereos, gaming systems (Xbox/Playstations), telephones.
  • C & D: Construction debris, building materials, drywall, lumber, carpet, furniture, mattresses, plumbing materials. 

NO COMMERCIAL DEBRIS OR HAZARDOUS WASTE WILL BE REMOVED BY THE CITY.

What is Storm-Related Vegetative Debris?
Storm-Related Vegetative debris is dead or decaying plant material left behind from wind-damaged trees/plants and does not include regular yard waste. Storm-related vegetative debris can include things like: 

  • Branches
  • Twigs
  • Stumps
  • Trees
  • Shrubs
  • Etc.

Trash & Recycling
During recovery following a severe weather event, the City's Brush and Bulky Item Collection (BABIC) service may be temporarily suspended to focus on debris removal.

If you request BABIC, crews are asking that bulky items be place in a separate pile from any vegetative debris.

Food Waste Drop-off

Severe weather events may result in extended periods without power. During that time, residents may need to dispose of spoiled food. Food waste may be dropped off at the North Texas Municipal Water District’s Lookout Drive Transfer Station, 1601 E. Lookout Dr., in Richardson.

Residents will need to show a city-issued utility bill that reflects solid waste services to drop off food waste. The facility is open Monday-Saturday from 8 a.m.-4:30 p.m.

 Power Restoration & Service Line Damage:

Power Restoration

Following a severe weather event, residents and businesses may experience power loss. Lost power reports can be made to ONCOR.

ONCOR (Electricity)
888-313-4747 - Report Outage Online 

  • Notify the Texas electric delivery service, ONCOR, immediately to report a power outage by phone at 888-313-4747 or visit the ONCOR website. Have your ESID and zip code ready (your ESID is on your electric bill). You can pre-register your location by texting ‘reg’ to 66267 (ONCOR)
  • To prevent secondary outages, reduce initial demand once power has been restored by adjusting thermostats and turning off lights. Leave on your porch light to let working crews know when power has been restored.
Service Line Damage

Homeowner's Responsibility: Any tree or debris that lands on a service line is the homeowner’s responsibility to clear. If there is concern that the line is still energized, the property owner needs to call Oncor to check. Once Oncor ensures the line is safe, the property owner can have the tree or debris removed. Oncor will then return to replace the service line.

Oncor's Responsibility: Oncor is responsible for repairing power poles, service lines, transformers, and electric meters.

Homeowners need to address repairs to weatherheads, electrical wiring, and meter bases. These repairs require a licensed, bonded, and insured electrician, as well as an inspection before power can be restored.

Disaster Recovery Center & Cooling/Charging Stations:

Disaster Recovery Center

Following a severe weather event, The FEMA Disaster Recovery Center at Network of Community Ministries may be activated.

People needing individual assistance, can go to www.disasterassistance.gov to find another DRC location in the DFW area. People can also apply through the FEMA mobile app or by calling the FEMA Helpline at 800-621-3362.

The Individual Assistance program helps with expenses not covered by insurance. Costs that may qualify include temporary housing, emergency home repairs, and serious needs including water, food, personal hygiene items, or fuel for transportation. 

Applications for assistance may be completed online or through FEMA’s mobile app.

What kind of assistance is available?

  • Home repairs: FEMA can help repair uninsured damage to your primary residence.
  • Essential needs: Reimbursement is available for a variety of essential items, including:
    • Food
    • Water
    • Diapers
    • Prescriptions
    • Baby formula
    • Chainsaws for clearing debris
    • Generators for powering medical equipment
  • Temporary housing: FEMA can provide funding for hotel stays or rental assistance if your home is uninhabitable.

Insurance Assistance:
DRC/MARC services include help for those needing to submit damage claims to their insurance company. The Texas Department of Insurance (TDI) is on-site to assist with filing claims. TDI also offers online resources for filing claims, tips to avoid scams and fraud, and additional recovery assistance.

Disaster Unemployment Assistance (DUA)

If you lost your job or were self-employed and cannot work, you may be eligible to receive Disaster Unemployment Assistance (DUA) from the Texas Workforce Commission.

DUA pays unemployment benefits to working individuals directly affected by a federally declared disaster.

Emergency officials urge everyone to report storm damage, even minor issues. This information is crucial for assessing the full extent of the damage in Richardson and the surrounding area. Additional Information:

The Warning Sirens can be Activated When:

  • The National Weather Service issues a Richardson area Tornado Warning or Severe Thunderstorm Warning with destructive winds at or above 70 mph
  • Trained storm spotters have reported a tornado with the potential to affect the City of Richardson
  • Hail of 1.75 inches (golf ball size) in diameter is imminent
  • Deemed necessary by City of Richardson officials (i.e. in the event of any emergency when officials need to get citizens to move indoors for their safety)

Resident actions if you hear the sirens when a test is not scheduled:

  • Seek shelter indoors and turn on local media (local broadcast channels, radio)
  • Follow directions from local officials including information provided by the National Weather Service
  • Only call 9-1-1 in case of an actual emergency
