New State Law Impacts City’s ability to regulate home occupancy.

Effective September 1, 2025, a new Texas law (Senate Bill 1567) will limit how the City of Richardson can regulate how many people can live in a home (single or multi-family).

What The Law Does

SB 1567 prohibits home-rule cities (like Richardson) with a university campus from enforcing zoning rules that restrict how many people can live in a home based on:
  • Age
  • Family relationship
  • Marital status
  • Occupation
  • Whether residents are related

Why It Changes Richardson’s Ability to Address Concerns

Richardson’s current ordinances include rules that define a “family” and limit the number of unrelated individuals who can live together in a single-family home. These restrictions will no longer be enforceable under the new law.

How It Will Impact Neighborhoods

Each year, the City of Richardson receives complaints about overcrowding of residential properties. General complaints about overcrowded properties often focus on issues such as excessive on-street parking, loud noise, and trash being placed out too early. While the new state law prevents the City from limiting how many unrelated people can live together, the City will continue to enforce all other rules, such as parking, noise, and property maintenance. The new state law may lead to more high-occupancy rental homes, especially near the UT Dallas campus. Because the new state law no longer allows the City to set limits on how many unrelated people can live in a home, there is no longer a legal basis for a Reasonable Accommodation Request for group/community homes.

Response

The City retains full authority to enforce applicable laws and ordinances. Community Services staff, along with other City departments, will continue to respond to complaints and address impacts to help ensure neighborhood standards are upheld.
