Comprehensive Planning in an important tool used by the City of Richardson for day-to-day decision-making, encouraging consistency and coordinating a variety of City efforts, particularly those that relate to physical development, its sustainability and its long-range benefit to the community. Since the 1980s, Richardson has grown and developed through the guidance of its Comprehensive Plans, living up to the mantra “plan the work, work the plan.”

Envision Richardson Comprehensive Plan

The City of Richardson has been purposeful in the implementation of its Comprehensive Plan and committed to the ongoing refinement of the Plan’s key tactics every 10-15 years to ensure the city's best possible future. The City’s current Comprehensive Plan, entitled Envision Richardson, is an update to the 2009 Comprehensive Plan and was approved by the City Council November 11, 2024 after more than a year of input from the community, City Council and City Plan Commission. It continues a concentration on multiple Enhancement Areas and promoting transit-oriented development near Richardson’s DART rail stations.

Enhancement Areas

Beginning with the 2009 Comprehensive Plan, Richardson has designated Enhancement Areas, acknowledging areas that are in need of further analysis in order to develop appropriate visions and tailor strategies that will effectively leverage public and private investment. Community-based, market-supported vision studies, along with new land use and development regulations, have been completed for the West Spring Valley Corridor (2010/2011), Main Street/Central Expressway Corridor (2013/2016), and Collins/Arapaho Transit-Oriented Development and Innovation District (2018/2019).
