These uses could include residential options; neighborhood-serving retail, office, and service activities; and supporting parks/open space.

• Properties consists primarily of small- and large-scale commercial and retail centers.
• The area is envisioned as a mixed-use environment with neighborhood-serving retail, office, and service uses. New low-intensity residential uses and new commercial uses that would serve more than the surrounding neighborhoods are also part of the vision.

The Collins/Arapaho Transit-Oriented Development and Innovation District Study comprised about 1,200 acres and was completed in December 2018. The purpose of this study was to develop a mutually supportive vison plan for the light rail station area within the broader Innovation District context, “proving up” the feasibility of the Innovation District in the process

The vision articulated in the study is informed by ten (10) “Main Strategies” that address marketing; building upgrades and modernization; land use flexibility; placemaking; mobility; creation of shared innovation space; university and college partnerships; open space amenities; business retention and attraction; and identification of three key opportunity sites.

In early 2019, the City of Richardson began drafting new zoning regulations to deliver the intended form and character envisioned for the District. The standards within the Collins/Arapaho TOD and Innovation District Form-Based Code (the Code) focus on a well-connected pedestrian, bicycle, and street network that builds on existing infrastructure and balances appropriate densities and uses for creating a vital urban environment. It protects the interests of existing businesses and business owners by limiting new non-conforming uses and providing additional land use entitlements to encourage reuse, reinvestment and activation of existing buildings. The City Council approved the Code in December 2019.

The second Enhancement project to be undertaken included the Main Street (downtown) area and the Central Expressway corridor. The objective was to create an integrated strategy for redevelopment and revitalization of Richardson’s original downtown and the primary access route into the city, its business areas, and neighborhoods. The final report and recommendations addressing the market analysis and future vision were presented to City Council in January 2013.

In 2014, the City began implementing the report recommendations, including initiating rezoning of four sub-districts located within the heart of the study area. An extensive public input process was employed which led to the adoption of the Planned Development Main Street/Central Expressway Form Based Code in January 2015. During 2016, the City continued by rezoning four sub-districts located at the south end of the corridor, along with the area west of the Spring Valley light rail station.

The City initiated the West Spring Valley Corridor study during the fall of 2009. This study area comprises 188 acres located in the southwest quadrant of Richardson. It is largely characterized by older apartment units and aging, underperforming retail space. The study, which included an extensive public involvement component, produced a redevelopment and reinvestment strategy that reflected an understanding of community goals; market realities; physical constraints; political priorities; and public and private financial resources.

The market analysis and visioning process were completed in November 2010. In May 2011, the entire study area was rezoned with the adoption of new Planned Development (PD) District zoning regulations. The new PD was designed to foster a revitalized and more sustainable corridor with a variable mix of uses; high-quality construction; flexible parking ratios; additional open space; an improved pedestrian environment; and appropriate transitions and connectivity between existing neighborhoods and new development.
