Current Status - Updated for 2025-2030
The Office of Emergency Management (OEM) is coordinating with neighboring Dallas County jurisdictions to update the Dallas County Hazard Mitigation Action Plan.
The plan was approved by the State of Texas Mitigation Section and the Federal Emergency Management Agency (FEMA). The Dallas County Hazard Mitigation Action Plan was adopted by Richardson City Council on July 14, 2025. Updated approvals are required every 5 years.
The 2025 Hazard Mitigation Action Plan includes 20 jurisdictions and projects or action items that could be implemented within Dallas County to mitigate the hazards identified. This plan is important because the Disaster Mitigation Act of 2000 makes the development of a hazard mitigation plan a specific eligibility requirement for any local government applying for federal mitigation grant funding, including the Hazard Mitigation Grant Program (HMGP) and the Pre-Disaster Mitigation (PDM) Program. The plan is updated every five years and must be adopted by each participating jurisdiction.
Purpose
The purpose of this Plan Update is to reduce the vulnerability of people and property in the planning area to the impacts of hazards and to become eligible for mitigation funding programs from FEMA.

Update Process
Approvable Pending Adoption Status:
- The plan was developed in collaboration with Dallas County and all participating jurisdictions, including the City of Richardson. The Plan aims to reduce the long-term risk to life and property from hazards such as flood, tornados, hail, and similar natural disaster events.
The 2025 Dallas County Hazard Mitigation Action Plan is Approvable Pending Adoption (APA) by FEMA. The City of Richardson adopted the Plan Update at the City Council meeting on July 14, 2025.
