WHAT IS CIVIL SERVICE?
The Richardson Municipal Civil Service Program was established by the City Charter. It created principles and procedures to be followed by City Administration and established a merit system for performance management. These rules are intended to provide a working guide for City officials and familiarize City employees with the chief objectives and practices of the City.
