Yes, while in most cases cyclists will ride near the right curb or edge of the roadway, cyclists are allowed to "take the lane" , meaning riding in the middle. They are allowed to do this when:
- If the cyclists is passing another vehicle moving in the same direction
- The cyclists is preparing to turn left
- If unsafe conditions exist which prevent the cyclists from safely riding on the edge
