• If the cyclists is passing another vehicle moving in the same direction
• The cyclists is preparing to turn left
• If unsafe conditions exist which prevent the cyclists from safely riding on the edge
• The lane width is less than 14 ft, making unsafe for both a bicycle and motorist to travel safely side by side.
