Safer Streets Richardson

As part of Richardson’s overall aspiration to develop, “A comprehensive multi-modal transportation system that facilitates safe, accessible, comfortable, and convenient mobility for all people and travel modes,” (2024 Complete Streets Policy), the City of Richardson is developing a Safety Action Plan to help create a safer mobility system for all. The program aims to provide a collaborative and data-driven strategy to reduce transportation-related fatalities and serious injuries. Through Safer Streets Richardson, the City will determine policy and program-related safety strategies and develop roadway project recommendations.

Public Engagement

Safer Streets Richardson kicked off in Spring 2025, and is expected to be completed in Fall 2026. Outreach to the public and other stakeholders will occur periodically throughout the year.

Community Survey 2
June 17 - July 15, 2026

The City is seeking community input on the overall direction of the draft Safety Action Plan and its proposed recommendations based on a combination of data-driven analysis and community feedback from Community Survey 1. Residents are encouraged to participate in the online survey and provide feedback on:

The overall direction of the draft Safety Action Plan
Transportation safety concerns and priorities
Proposed safety recommendations and strategies
Potential implementation considerations

Community feedback will help shape the final Safety Action Plan and support in advancing transportation safety within the Richardson community.

What is a Safety Action Plan?

A Safety Action Plan is a roadmap to work toward reducing or eliminating traffic fatalities and serious injuries by creating a safer, more equitable transportation system. Grounded in the Safe System Approach, the plan looks beyond individual behavior and focuses on how roadway design, vehicle speed, land use, and policies can work together to protect everyone on our streets.

Why This Plan Matters

From 2020 to 2024, Richardson recorded on its local roadway network:

34 crashes where someone lost their life
161 crashes where someone was serious injured

Each of these incidents is a reminder of the additional work needed to improve safety for everyone on our streets. Safer Streets Richardson aims to prevent these outcomes through evidence-based strategies that prioritize safety in every aspect of our transportation system - from planning and design to construction and operations.

Plan Funding

The project is funded through a U.S. Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A) planning grant, which is intended for use by regional and local agencies to develop and implement plans to prevent roadway deaths and serious injuries.

What is SS4A?

The Bipartisan Infrastructure Law (BIL) established the SS4A discretionary program with $5 billion in appropriated funds over 5 years, 2022-2026. The SS4A program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries.

The SS4A program supports the USDOT's National Roadway Safety Strategy which includes a goal of zero roadway deaths using a Safe System Approach. SS4A grant types include both Planning and Demonstration Grants, used to develop or supplement an Action Plan, and Implementation Grants, used to implement projects or strategies that are consistent with an existing Action Plan to address a roadway safety problem.
