Pedestrian Hybrid Beacons (PHBs) and Rectangular Rapid Flash Beacons (RRFBs)
Richardson is improving safety and comfort for trail users and pedestrians by installing Pedestrian Hybrid Beacons (PHBs) and Rectangular Rapid Flash Beacons (RRFBs) at select street crossings.
These devices create safer crossings for people walking, biking, or using mobility devices at locations where a traditional traffic signal is not present.
What is a Pedestrian Hybrid Beacon (PHB)?
A Pedestrian Hybrid Beacon (PHB) is a signal that stops road traffic so pedestrians and trail users can safely cross a busy street. The beacon is activated only when someone presses the pushbutton to cross.
How does it work?

Flashing yellow → steady yellow: Drivers slow down and prepare to stop.

Steady red + WALK signal: Drivers must stop. Pedestrians and trail users may cross.

Flashing red: Drivers treat the signal like a stop sign — stop completely, then proceed when the crossing is clear.
After pressing the pushbutton, there may be a short wait while the PHB stops traffic and prepares the crossing.
What is a Rectangular Rapid Flash Beacon (RRFB)?
A Rectangular Rapid Flash Beacon (RRFB) is a pedestrian-activated warning device installed at crosswalk signs. When activated, bright yellow lights flash in a distinctive pattern to alert drivers that someone is crossing.
How does it work?

A pedestrian or trail user presses the pushbutton to activate the flashing lights.

Drivers are required to yield to pedestrians in the crosswalk.

Unlike a PHB, an RRFB does not stop all traffic.
What should drivers do?
At a PHB

Yellow light: Slow down and prepare to stop.

At an RRFB

When the lights are flashing, yield to pedestrians and trail users in the crosswalk.
What should pedestrians and trail users do?
At both types of crossings, press the pushbutton before crossing.

At a PHB: Wait for the WALK signal before entering the street.

At an RRFB: Wait for traffic to yield before entering the crosswalk.
