The Civil Service Board, established by the City Charter, oversees Richardson’s Civil Service System. This system governs the personnel processes for all Civil Service employees across all City departments.

ROLE OF THE BOARD:

  • Recommends, adopts, updates and enforces rules that governs Civil Service employees in various aspects of employment, such as hiring and recruitment testing, promotions, discipline, probationary periods, etc.
  • Conducts various type of appeal hearings regarding discipline, promotional exams and for other show cause-type hearings.

BOARD MEMBERSHIP:

  • Committee appointed by City Council.
  • Five resident members.
  • Two-year terms with a limit of four consecutive terms.

MEMBERSHIP ELIGIBILITY:

  • Must be a qualified voter.
  • Must have been a resident of Texas for at least one year.
  • Must be a Richardson resident for at least six months immediately prior to the date of appointment.
  • Must hold no elected public office.
  • Must not be in arrears in taxes or other liability due the City of Richardson.

MEETING FREQUENCY:

  • The committee is expected to meet on average between two and four times annually (as needed).
  • Members are expected to attend at least 75% of scheduled meetings.
