The mission of the Community Inclusion and Engagement Commission is to foster unity, understanding, and collaboration among the diverse stakeholders of our community. It aims to promote inclusion and active participation from all community members, ensuring everyone has a voice. By helping stakeholders gain a comprehensive understanding of City government and community dynamics, it empowers people to be more effectively involved.

The Commission reviews plans, programs, projects, and services as directed by the City Council to ensure they meet the needs of our diverse population. It also supports the City's efforts to gather feedback from all community stakeholders, ensuring that a wide range of perspectives are considered.

In addition, it assists in developing a diverse group of engaged leaders who truly represent our community's demographics.

ROLE OF THE COMMISSION:

  • Adopts, updates and enforces rules that govern how Civil Service employees are hired and employed.
  • Establishes procedures for workforce reductions, including the order in which employees may be dismissed and reinstated.
  • Ensures that the Civil Services sections of the City Charter, along with the adopted rules, are properly followed and enforced.

COMMISSION MEMBERSHIP:

  • Commission appointed by City Council.
  • Nine resident members.
  • Two-year terms with a limit of four consecutive terms.

MEMBERSHIP ELIGIBILITY:

  • Must be a qualified voter.
  • Must have been a resident of Texas for at least one year.
  • Must be a Richardson resident for at least six months immediately prior to the date of appointment.
  • Must hold no elected public office.
  • Must not be in arrears in taxes or other liability due the City of Richardson.

MEETING FREQUENCY:

  • The committee is expected to meet monthly.
  • Members are expected to attend at least 75% of scheduled meetings.
  • The Commission approves a meeting calendar each year, but a meeting may be called, canceled, or changed at any time in accordance with the City Charter and the Texas Open Meetings Act.
