City Council Place 3 Application Process

The application period to fill the vacant Place 3 seat on the Richardson City Council closed Friday, Aug. 7, 2026.

The City Council is now reviewing applications as part of the process to appoint a qualified District 3 resident to serve the remainder of the term.

July 22 - August 7 Application Period
August 11 Applications are posted in the agenda packet
August 17 Council will select applicants to be interviewed in open session
August 24 Initial applicants are interviewed in open session; deliberations may take place in Executive Session after interviews
September 14 Council will announce a maximum of three finalists for interviews
September 21 Council will interview finalists and announce a lone finalist in open session; deliberations may take place in Executive Session after interviews
September 28 Council will vote on appointment; oath will be administered


There is no City Council meeting scheduled for Monday, Aug. 31 or Monday, Sept. 7.

Why There Is A Vacancy On Council

The Place 3 vacancy on Council follows the announced resignation of Council Member Dan Barrios, who was first elected in May 2023 to represent City Council Place 3.

Under the City Charter, when there is one City Council vacancy other than mayor, the vacancy is filled by appointment through a majority vote of the remaining members of the City Council, provided however a member of the city council who has resigned or otherwise vacated their position, may not vote on the appointment of such council member’s replacement on the city council to fill the unexpired term of office.

The person appointed must meet the qualifications required by the City Charter and will serve the remainder of the unexpired term, which ends May 1, 2027.

Who Was Eligible to Apply?

Applicants for City Council Place 3 must meet the qualifications required by the City Charter and state law.

To be eligible, applicants must:

  • Be a United States citizen;
  • Be a registered voter;
  • Be at least 21 years old;
  • Have lived in the City of Richardson for at least one year;
  • Have lived in District 3 for at least one year;
  • Continue to live in District 3 during the term of office;
  • Not have been determined mentally incompetent by a final court judgment;
  • Not have been finally convicted of a felony, unless pardoned or otherwise released from the resulting disabilities; and
  • Meet any other eligibility requirements required by law.

City Council Places 1, 2, 3 and 4 correspond to geographic districts. Applicants for Place 3 must live in the geographic area to be eligible. See map below for location of Place 3.

Appointment Process

The City Council appointment process is conducted in open and recorded Council meetings, with opportunities for executive session deliberation where permitted by law. The Council’s Rules of Order and Procedure outline the steps for reviewing applications, selecting applicants for interviews, conducting interviews, identifying a lone finalist and making the appointment.

Public Review of Applicants

The list of applicants has been made available to the public in the August 17 City Council agenda packet which was posted Tuesday, Aug 11. Council members received submitted applications for review, and during the review period, Council members may not contact or communicate individually with applicants.

Interviews and Appointment

The City Council will review applications during an open and recorded meeting and select applicants to be invited for interviews.

Initial interviews with selected applicants will be conducted during an open and recorded Council meeting. After the interviews, the City Council may deliberate in executive session as permitted by law before reconvening in open session to announce finalists.

Finalist interviews are scheduled to be conducted during an open and recorded City Council meeting on Monday, Sept. 21, 2026. Following deliberation, the City Council will reconvene in open session to identify a lone finalist for appointment. The appointment is scheduled to occur Monday, Sept. 28, 2026 followed by the oath of office.

The City Council Appointment Process was formally adopted with the City Council Rules of Order and Procedure on June 8, 2026.
