Assistant City Manager
Joe Pantalion was appointed Assistant City Manager-Development Services for the City of Richardson in March 2019. In this position, he oversees the Development Services, Capital Projects/Engineering, Transportation and Mobility and Health departments.
Pantalion previously served the City of Austin for more than 21 years, the last year and a half as Interim Assistant City Manager over Development Services. He served as President of the Waller Creek Local Government Corporation and led a multi-departmental team working with the Waller Creek Conservancy on the $350 million economic revitalization and environmental restoration of the Waller Creek District that stretches from Lady Bird Lake to Waterloo Park.
Pantalion held a number of key executive leadership roles on major City of Austin initiatives. As Director of the Watershed Protection and Development Review Department, he led one of the largest reorganizations in the City’s history involving 10 departments and 500 staff employing change management and customer-focused strategies to establish the first One Stop Shop for development services. He also led the creation of Austin’s first Watershed Protection Master Plan and promoted a culture of excellence and innovation in a newly formed department that is now recognized as one of the best large stormwater programs in the nation.
Before his career at the City of Austin, Pantalion spent 10 years in the private sector working as an engineer, project manager and office manager for a large civil and environmental engineering firm.
Pantalion earned a civil engineering degree from the University of Texas at Austin. He is a member of the International City/County Management Association, former member of the Austin’s Environmental Board and a licensed professional engineer.
