Assistant City Manager
Cliff Miller was appointed Assistant City Manager-Development Services for the City of Richardson in December 2007. He comes to Richardson after 14 years of service to the City of Irving. In his most recent position he served as Managing Director of Utilities & General Services. His other posts included Assistant City Manager from 2000-2006 and Director of Community Development from 1993-1999. Prior to his tenure at the city of Irving, Miller served three years as Director of Planning for the City of Grand Prairie from 1990-1993. He began his municipal career at the City of Bryan, Tex., where he served as Planner from 1977-1980, Principal Planner from 1981-1982 and finally as Division Manager/City Planner from 1983-1989.
Miller earned a Bachelor of Science in landscape architecture from Texas A&M University in 1975 and a master’s degree in urban planning from Texas A&M Graduate School of Urban and Regional Planning. He is a current member of the International City/County Management Association, the Texas City Management Association, the American Planning Association and the Urban Land Institute. He is a former member of City Planners Association of Texas, Board of Directors of the Education Foundations of the Texas Chapter of APA, Board of Directors of the Texas Chapter of APA and Texas A&M University Urban Planning Former Students Advisory Committee. He received the Texas APA Comprehensive Planning Award in 1997, the Texas APA Current Planning Award in 1991, the NCTAPA Merit Award for Adaptive Re-Use/Historic Preservation in 1994 and was named Manager of the Year in Grand Prairie in 1993. Miller and his wife Marsha have one son, Matthew.
